简介
本报告是陕西省社会科学院“陕西社会形势分析与预测”课题组对陕西2010年度社会发展状况与前景的调研分析报告。报告以陕西省社会科学院社会学研究所研究人员为主，组织院内外相关专家、学者撰写完成。
年度“总报告”指出，2010年是陕西省实施“科学发展、富民强省”战略，全面完成“十一五”规划，取得显著成绩的一年。这一年，陕西在保障和改善民生方面取得了重大突破，各项社会事业得?长足发展。这些为统筹城乡发展、促进社会和谐、建设西北强省积累了丰富而宝贵的经验。但是，陕西仍属于欠发达省份，发展不足仍是基本矛盾，城乡居民收入水平低，城市化水平低的问题依然突出，在加快社会建设等方面仍然面临不少挑战。
这一年，陕西省社会建设的不同领域都发生了巨大的变化。“年度热点”不可能覆盖其中的方方面面。为此，我们只是选取了其中一些重要的领域进行描述与阐释。“和谐社会建设”当然被置于重要的位置。该报告对陕西和谐社会建设进行了全面、系统的分析，勾勒出陕西社会和谐建设的现状、进展和趋势。与之相应，“互联网中的社会热点分析”，会使读者对陕西社会建设有一些更加立体、生动的印象和感受。
“民意调查”是从社情民意的视角透视陕西社会发展的特征与状况。本年度，我们再次将“公众幸福感”和“社会价值观”给予了特殊的关照。因为，它们是同构建社会和谐、完善社会管理、促进社会稳定息息相关的。“社会舆情总报告”为跨年度比较公众对陕西社会发展的评价提供了必要的数据支持。
社会建设需要有政治建设作为保障。在今年的编辑理念中，我们有意识地将“领导干部政绩考核”和“反腐倡廉制度创新”纳入“专题报告”中。相信，这样的组合能启发和完善人们认识社会发展的思考和分析方式。西安是陕西省省会城市。“2011年西安世界园艺博览会”和“西安建设国际化大都市”当然会进入年度关注的视野中。我们知道，西安的发展一定是以陕西省的发展为背景麓而西安的经验一定会丰富陕西的社会发展实践，并起到宝贵的引领作用。
“社会发展关键词”是本课题组在蓝皮书编辑体例上的创新。其用意在于，以更加开放的心态对陕西社会发展中的一些重大事件作出微观的描述和?元的解读。
本报告实际上只是一个不太成熟的陕西社会发展年度“指南”。我们期望，关心陕西社会发展的读者能通过这些系列报告，对陕西的社会发展有更多的认识，更期望读者通过这些背景材料能有新的发现，为陕西社会发展提出更加有益的建议。
