是面向“十二五”的经济增长。
本报告主要有三方面内容：第一，对2010年全球与中国经济进行回顾
并对
2011年及“十二五”的经济增长进行展望。中国经济2010年在全球经济缓
慢复
苏的情况下保持了稳定增长的态势，增速相对较快；世界经济在后危机时
代的大
背景下已经进入了缓慢复苏的发展阶段。中国经济的主要问题是通货膨胀
压力的
持续上升，房地产市场泡沫的积累。预计2011年中国经济总体仍较稳定，
结构
调整稳步推进。当前的世界经济格局属于后危机时代，处于全球经济诸多
特点发
生变化和转型的时期。相较于美欧日等发达经济体的持续疲软，包括中国
在内的
新兴市场经济体已经成为全球经济增长的主要动力源，世界经济格局进行
着空前
的大调整。第二，为了更好地评估中国各省区市的发展情况，本书提出了
一套中
国各省区市发展前景评价体系(完善和替代了2010年度的可持续发展评价体
系)。该发展前景评价体系通过产出效率、经济结构、经济稳定、产出消耗
、增
长潜力、环境质量、政府效率、人民生活、社会保障和消费结构等方面的
近60
个指标，运用主成分分析法对各省区市发展前景进行客观评价，本评价体
系的特
征是综合了各地区社会经济发展、人民生活、政府效率及人与环境等因素
，突出
了区域协调发展的理念。同时，分析了影响各省区市发展前景的主要因素
，并分
别将各省区市1990年后、2000年后、2008年和2009年的发展前景分为5个级
别，发现1990年和2000年以来，上海、北京和广东处于发展前景的第一级
，而
2008年、2009年浙江也开始进人第一级。第三，就“十二五”时期中国经
济面
临的几个主要问题进行分析，如结构调整、内外部平衡、碳排放等，这些
问题都
需要引起重视。
