本书分三部分。
第一部分农民与土地。以2005年对来宾、玉林、北海、钦州、湛江的典型农户调查为基础,对桉树林区农民的年平均收入和农户种植农作物、水果和桉树的支出和收入进行了计算,分析了农民放弃甘蔗、水果、农作物而种植桉树等林木的动机,提出几种农民容易出现弃农从林情况:一是经济富裕的农民容易出现弃农从林;二是长期外出打工的农民愿意改农为林;三是当甘蔗亩产低于3.31t或甘蔗价格低于113.4元/t,可能出现弃农从林;四是当甘蔗地处于退耕还林规划中,农民可能选择种桉树。同时提出了对于15°以下坡地,由甘蔗和其他农地改种桉树可能遇到的主要问题:一是要帮助农民解决种桉树存在的技术问题;二是种桉树要解决农民每年获得收入问题;三是要解决现有糖厂对甘蔗地的控制问题;其他农地改种植桉树要解决单片土地规模问题。分析了实践中企业和农民合作的案例,包括租地价格的计算,以及合同内容等。
第二部分农民与造纸企业。调查了林场和造纸企业的合作模式,主要有两种,一是立木分成模式,二是租赁模式,详细分析了这两种模式对林场和造纸企业的利弊。归纳了对广西、广东两省(区)政府对现有林场与造纸企业合作的税收和优惠政策,比较了林场自营桉树与出租土地的效益,以及林场职工种植木茹的效益,分析了目前的条件下,林场种植桉树、木茹等作物虽然盈利。但仍愿意出租林地的主要原因是:受可投入资金的限制和市场价格波动的影响,风险较大,只能利用小部分土地种植,大部分土地还是用来出租。这也是一些造纸企业获得造林土地的重要原因。
第三部分土地的收益主要包括两方面:一是湛江市桉树造林技术与效益实例的调查;二是农民种香蕉投入产出及风险分析。
