《国际行政科学评论》特刊以“官僚自主权的新视野”为主题，讨论了官僚自主权研究中颇具争议的三方面问题。一是自主权的主观性、动态性和关联性特征；二是任务、组织形式以及国家路径依赖为一方，自主权和绩效为另一方，双方之间的联系；三是自主权、问责及民主合法性之间的相互作用。这一主题涉及的国家有瑞士、比利时、荷兰、德国和挪威，共有七篇文章，为官僚自主权的研究提供了较为全面、新颖的视角。其他六篇文章分别探究了意大利新公共管理改革后，公共雇员和管理者在公共服务动机方面的变化；荷兰水资源治理中时间管理的创新；部分阿拉伯国家中公共会计透明度的发展；员工的性别、教育程度及其与政府的隶属关系对组织公平感的影响；最后是对《国际公共财政管理指南》一书的书评和国际行政科学学会纪事。
