《诉讼费用研究》主要由理论探索、两项实证调研的成果和域外相关制度的考察三个部分构成，但笔者个人认为其中最有新意或最具“突破”性质的就是实证调研的部分，因此以下的讨论将围绕该部分内容给以笔者的启发来展开。这一部分是本项研究课题的负责人廖永安教授分别与两位法官合作，以位于两个经济发展程度不同区域的基层法院作为调查对象而做出的调研成果。
《诉讼费用研究》作者所做的有益探讨和达到了真正具有新意这种程度的成果，当然远远超过上文的列举。例如关于在行政诉讼和执行等领域的法院收费，以前就极少有人论及，而《诉讼费用研究》不但正面考察了这样一些长期以来研究积累几处为空白的课题，还提供具体而翔实的相关数据及事例。此外，作为配套的研究，对大陆和英美两大法系有代表性国家有关诉讼费用的制度所进行的考察及相关法规的附录，也可以算《诉讼费用研究》的特色之一。
