简介: 高屏堰於民國94、95年遭遇海棠、馬莎、泰利、碧利斯等颱風,造成進水口及活動堰附近嚴重淤積,經濟部水利署南區水資源局(以下簡稱南水局)於民國95至97年間進行各項穩定取水工程之施作,經檢討已能確保100年重現期距設計洪水下之穩定取水功能。但民國98年8月莫拉克颱風期間,高屏堰水位飆升至EL.24.4m(防洪牆高程EL.23.5公尺),洪水規模遠超過設計標準,造成高屏堰操作大樓地下室遭洪水淹沒、取水口及沉砂池嚴重淤積、橡皮壩等操控設備損壞,因而無法供水。此外,上游荖濃溪與旗山溪匯流後之洪流沖擊下游右岸,導致南二高斜張橋下游之南化-高屏聯通管損壞,以及堰上游左岸高灘地之沖蝕退縮,對堰之穩定取水、堰上下游河道及岸壁穩定造成不利影響。本計畫之目的為利用二維動床數模,在防洪安全與穩定取水目標下,以短期與極端洪水事件探討工程布置方案與河道穩定之關係,並檢討高屏堰河段現況河防安全,作為後續研擬長期河道穩定方案之基礎。
